Occasionally, classic Outlook tries to run a process in the background. Auto-archive, sending and receiving a very large attachment, or running some of the other mailbox tools can all be done in the background. Check the status bar at the bottom of the screen to see if another process is running. If so, wait a short time (usually two or three minutes) to see if Outlook starts working again.

It’s just strange that this is happening to everyone regardless of Outlook version (2016 and 2019) or Windows version (Windows 7 and Windows 10). I just went on the apps page and disabled "allow users to install 3rd party apps," while keeping the Microsoft app installs enabled. Compliance reached out to me and said users should only be able to freely install Microsoft owned apps on o365. This applies to teams and outlook and office apps.
