The Laurel Buds are the first new soak in Chapter 2 and can be found in a container, in front of a statue on an altar, in Sandgate Village. A Rat Governor is guarding it , but that shouldn't be much of a problem as long as you get in close before it can start shooting lightning at you. Cloud Step will make it easy to get close.
