This is the result of sending Jackie's body home to his family or leaving it in the Delamain Cab to wait for V after the Heist. After a few in-game days of completing gigs and quests, River will text V about coming over. Players will need to select the flirtatious option : How about a new record? And then after a few more in-game hours, River will call about coming over. Players just need to accept River's invite and then meet him at Joss' place.
